Follow-up Comment #1, bug #25188 (project freeciv):

More generally; it has all the problems of a feature implemented completely on
client-side. These are the reasons features should not be implemented that
way:
- If client disconnects (either accidental or intentional connection loss),
server has no rally points to send upon reconnect
- If client is disconnected for a turn, rally points do not work during that
turn
- Rally points are not saved to the savegame
