Details:

Earlier plan was to increase minimum gtk3 requirement for gtk3.22-client in
S2_6 as implementation really requires it, and plug the client to the build
system only when gtk+-3.22 level has been reached. We can't have it plugged in
before (at least not in any prior release) to avoid increase in minimum
requirements within series.

This patch is about changing the plan to allow plugging gtk3.22-client to
build system already, to get it better tested. The patch just declares minimum
requirement to gtk+-3.22 now already, so it won't be increased while
implementation lives. This also frees us from the strict implementation order
dictated by the versions where gtk+ got the support - we can rely on gtk+-3.22
stuff already even though gtk3.22-client is generally in gtk+-3.10 level.
