Most of the project infrastructure lives at the sourceforge site https://sourceforge.net/projects/freecol/. Note also that as FreeCol is a clone of Colonization 1 there is a fair amount of relevant tips and discussion that will not show up with the "freecol" keyword. One known deficiency of FreeCol is that it lacks the in-game tutorial events that Col1 had. I think that adding those would be more helpful for new users than another document.
