You are correct in assuming that the file specification.xml defines the rules of the game. However, the content of that file does not influence the build process, so that you can create the jar file even if the specification is completely broken. Are you starting a new game or continuing an old game? In the latter case, the save game file contains a copy of the specification as it was when you started the game.
