Fair enough, however I am going to refer this to freecol-devel.  We need
comment from anyone previously working on these numbers.

Not directly AFAICT.  You just use markdown to write the document.
However that should be enough IMHO.  I have added you to the developer
group which should give you sufficient permission to create pages on the
FreeCol wiki.  Go for it.  Alternately there is freecol.org...

I am reluctant to use yet another external site.  Keep the freecol stuff
together if possible.

That is a lot of work.  It is highly regrettable that the Col1 manual is
proving unreliable.
