There is an "enhanced trade routes" hack in place that sort of does that.
You still need to allocate a unit to a trade route, but the goods thereon
will be chosen automatically.  I wrote this to help with the late game,
where I am building artillery in many cities, which consequently need
regular tools deliveries from the iron-works-cities, but also are
accumulating useful raw materials that should be routed back to a
distribution point.  It works well enough there, but I do not consider it
100% debugged.

The AI is *very* *bad* at this and does not use trade routes.  The AI
tries to deal with an even harder problem --- movement of units, as well
as goods.
