I have just added a new Windows installer for 0.12.0 that includes a JVM: https://sourceforge.net/projects/freecol/files/freecol/freecol-0.12.0/ If this works properly, I can look into building a new release package for macOs that includes a JVM as well -- and make automated build jobs on Github.
