I don't know if it is mentioned somewhere, but from freecol 1..0.0 on
the used java version changed to java 11 .
Looking for java.target.version in
https://sourceforge.net/p/freecol/git/ci/master/tree/build.xml confirms
it still is java 11 .
Install java 11 and test.
