OpenVPN is disabled, and now there is an additional service that fails,
according to cockpit -> Services:

NetworkManager-wait-online      Failed to start         Enabled

If I click on it and then hit "Restart" it appears to start.

Doing the same to the calibre service that also fails to start on boot,
fails.  No surprise there since the calibre app is not installed.

Should services of not-installed apps and disabled apps be tweeked to
catch these cases so that the "Failed to start" messages don't appear?
