Could try to install systemv or runrc as init proesses (process 1) instead of systemd. Then you don't need to install Devuan, and can start file bugs to packages that are to systemd centric for no real reason.
So with Devuan or Debian and alternative init system. To begin with, control sevices with Debian command system instead of systemd command systemctl. Then probably file a couple of bugs on packages that uses systemctl without any chek that it is installed, instead of using system. So as Petter wrote, a lot of time, but probably useful for compatibility of the project. Yes, systemd-timesyncd is ok for clients, but not that good for servers. Not last time I checked anyways. Technically you should be able to install another ntp-server side by side with systemd-timesyncd. As timesyncd can work as a ntp-client only and can work with other ntp-servers confgured as ntp-server but not ntp-client. But most are working as both local ntp-client and ntp-server in the default setup. It used to work like that earlier, if I remember right. Now you need to uninstall timesyncd to be able to install another ntp-server on your local ntp-server server. Rant start: Don't read if you have strong opinions about how great systemd are. It's way to much NIH attitude in systemd, and thus to much MS-like design. I remember another Linux desktop based project that was nice, but had to much NIH attitude and MS-like design. They failed after a while.
