Config::Model and Augeas both has zero adoption with debconf currently. Please note, however, that Debian works "backwards" regarding rules: Instead of defining rules and then obey them, rules (in particular "Debian Policy") evolve by documenting concensus. As a derivative of Debian it is highly unlikely that Ubuntu have ripped out such essential mechanism as debconf. More likely you just haven't messed much with configfiles and afterwards upgraded to a version of the owning package that provided a change to same configfile. Which is when problems occur - not if leaving /etc only for packages to deal with. ...which is the whole point here: We want packages to become flexible enough to deal with not only a single set of "Debian defaults" but also any and all changes that we need for FreedomBox installs. Handled by the packages themselves so that any conflicts is treated as a severe bug in Debian, not something specific to FreedomBox!
