Ikiwiki is a wiki _compiler_ (i.e. result is served as static pages), 
using git as backend.

Seems to me that Fossil is mainly an alternative to git, with a builtin 
wiki engine (i.e. probably _not_ served as static pages so arguably less 
secure and possibly less efficient).
