I don't think there is a solution here, unless the latest QEMU (I haven't updated or used it for a few months) works with it now. Since both BOCHS and unemulated DOS work with CuteMouse, it's highly likely to be a fault or incompatibility in QEMU. You could post a bug report to the QEMU developer(s), see if they're interested.
I've never found a different generic mouse driver than CuteMouse, although people with really old DOS floppies probably have a few stuck away that will work with various mice hardware.
