Any WIN/3 does DOS multitasking (and from Win95 onwards also multithreading), but it's just that FreeDOS kernel does not response to the DOS extender broadcast (WIN386 broadcast) in order to instantiate its data. I suppose that if this were implemented in FreeDOS kernel things would work much better under WIN/3. I haven't thought which other apps would need to respond to this broadcast too.
