Hi everyone

Based on notes that you all have provided in the discussion here, I
have updated the Releases/1.3/Packages page on the wiki. A bunch of
programs are now listed green that were yellow or even red previously.

Summary of the yellow and red items:

* red (do not include)

1. Archivers/lha
2. Archivers/unrar - for both lha and unrar, note that p7zip can
unpack LZH (lha) and RAR (unrar) so the license problems on lha and
unrar are moot anyway; people can use p7zip to extract these files.

3. Development/tppatch - no binary, no source code, no license

4. Games/kiloblas
5. Games/lincrawl
6. Games/psrinvad - I still haven't delved into the licenses on these,
and I can be convinced to change them. But games are not "core" in the
same way that other programs are, so I haven't put any time into
figuring these out.

7. Utilities/4dos - does not meet "open source" (see other discussion)
8. Utilities/start - did not find license (not sure this program is
really needed anyway)
9. Utilities/uptime - duplicate; will use Chamorro's uptime


* yellow (maybe, unsure, needs more investigation)

1. Emulators/meka - Not sure about embedded data, can we distribute it
in FreeDOS? Need to look further.

2. Networking/fdnet - files seem to be stamped with conflicting info
about licenses


* for items that were red or yellow, that have turned to green, I've
made notes in the wiki page
