That's actually by design for the GNU licenses; if you distribute binaries, you're automatically on the hook for shipping source that can recreate those binaries.

I mean, there's valid reasons for requiring that - because it's _that_ code that the modifier is going to want, and releasing unbuildable code just to say "here, you can look but don't touch" WAS a common practice in the past.
