I am of the inclination to reserve space for a class of applications that
are deemed to be shells and put them into the SHELLS group.

I feel APPS is too vague for the roles that shells carry out. Perhaps there
aren't too many at the moment that can be offered to FreeDOS right now, but
as a person whom had the joy of exploring multiple operating systems since
being introduced to a zenith laptop, From Windows, to Linux, Mac,  DOS, and
reactOS, Shells were a key feature.

Perhaps in time, more shells will be ported to FreeDOS if interest picks
up. I could recall playing around with BASH v4.2 on Dos a short while ago
because it offered a more robust scripting experience. Loops on BASH v4.2
for FreeDOS are a cakewalk.

Regarding 4DOS and its inclusion in FreeDOS, I'm not to familiar with it to
comment.
