default) the KSSF variant (to half build times)

I disagree. On systems without XMS, KSSF is a lot better than XMSSWAP.

Also, if the problem is that 16 languages do 16 compiles, while each
of them concatenates the SAME compiled binary with one of the 16
different language packs, then it is far more useful to save 15/16
of the build time by making the build process smarter than to save
only 50% of the build time by dropping half of the binaries ;-)

and replace it by the SVARDOS command.com which should also be made
default on 8086 and 80186 machines as they don't have XMS memory.

I agree that it is a good idea to include SvarDOS command.com,
also on more modern CPU, but I would not make it the default
yet, as people and scripts can be used to FreeCOM.
