This is where websites like ebay can be handy. I looked up the TI99/4A and
found many available for sale. (I remember these from when I was growing
up— Liam is right, they were quite common, at least for me in the US.)

Prices on ebay look like they are in the range $40-$80 but a few are a
little above that. I didn't dig into each listing to see the details, so I
don't know how close of a match these are to the specifications Willi is
looking for.

I also looked separately for the PEB and I found one on ebay that the
seller says is tested/working for $240.
