I checked once again, you are right. There is an iso 639-1 for LANGUAGE and another one, 3166-1 for COUNTRIES.
And there Brazil has BR whereas there is none for the same language.
There are differences in several countries/languages, e.g. Ukraine, UK and UA.
I will check if this is handled correct with all NLS files (I think estonian was set wrong) when I am back at home.
Sorry for this confusion, but ptb will not work, but if you want to keep it, do so.

ISO 639-2 (alpha-3 code) does not have a language using PTB as a designation.
However, ISO 639-1 does not have any languages using BX or BZ.
Furthermore, local at the Language Locale ID Codes: Portuguese-Brazil is pt-br and Portuguese-Portugal is pt-pt.
So, PTB seems like a reasonable choice. Interestingly, this table does not list Breton or BR for a language code.
