Before invoking build.bat, at the command prompt does directly invoking the Borland tools work? ie does tcc, make, and tlink all execute or give you bad command or filename error? If not, then your path is not setup correctly, please add it (eg set PATH=c:\tc101;%PATH%). Also, is the kernel configuration setup properly, did you edit config.bat (copy config.b to config.bat 1st if necessary) so it is trying to compile using Turbo C and not OpenWatcom or Borland C?
If none of the above seem to be it, please send a bit more of the output, so maybe we can see which rule (and which particular program) is failing. The turbo C build should work once all the tools are found (can be easily verified by checking builds at fdos.org/kernel/ which updates from cvs and builds daily).
