would anyone object if after merging current changes into stable I modified the comments in the dev branch so I could run a tool like naturaldocs on the kernel and get useful output (www.naturaldocs.org). Alternatively anyone know of any similar tool that would be better?

Nothing urgent, nor necessarily something I plan to concentrate on, just something I figured I might do while reading through the files.

Just wanted some input, as it would be big change to the comments, but not functional (so really only impact is some extra commits and a little harder to compare to stable, but could make some pretty docs)

Respect to merge changes into stable version ok it's good and precompile a kernel with win3 support without debbuging on the first freedos "1.0 Release".
