Hi, I am using Netscape 4.7x because I would have to either compile

I've gotten offtopic, but I think Mozilla 0.9 worked on libc 2.1.x

And Netscape supports Javascript and CSS Style Sheets to some extent,
so I am sure you can have the site look nice AND stay compatible to
Netscape 4.7x / Arachne / lynx / w3m / whatever. About the charset
question: I recommend iso-8859-1 as well-established encoding. Would be
a bit strange to use a "typical for Windows" charset. Of course you can
fixup some & and similar stuff in the news submit scripts, so you do
not have to do that by hand.

Yes, I'll probably add the & stuff at the end, when the article is submitted for posting on the site. Obviously, I should only convert '&' to '&' exactly once, and the end seems a good time to do it.

For the codepage, I already have this in the <head> section:

<meta http-equiv="Content-Type" content="text/html;charset=ISO-8859-1">
