Needless to say 4DOS is compatible with the FreeDOS kernel.
I've used it for a long time under it and it's very stable.

I attach the license under which 4DOS is now distributed.

Yes, the license does permit redistribution of 4DOS in the FreeDOS distribution, as mentioned in the license:

copies of the software and documentation or portions thereof, including
modifications, that you make:
..and the 4 terms are:

1. license is included
2. notify of any changes you made (if any)
3. fee may be charged to make a copy / to distribute
4. 4DOS license may not be changed, or sublicensed.

Since no source code is available, this is not something that should appear in the FreeDOS "Base" list, but it can be included in the "Util" list. And I think it should!

I'll create an LSM for this on FreeDOS.org.
