The one I like best is called Fly.  It was just
released in June by a guy who developed it for his own
use.

It isn't meant to be like a Windows clone -- just a
clean, intuitive platform to create your own
single-tasking GUI using bitmaps and text arranged
however you like.  You can have multiple desktops (up
to 65,000 of them), enabling graphical menu systems
etc., if you ever want to put together a boot CD or
something like that.  It is very stable under FreeDOS
and light as a feather.
