Realistically, writing a Windows 9x replacement for FreeDOS would take years, probably more than 2 or 3 because developers are hard to find and it's a huge project, probably (correct me if I'm wrong) even more challenging than writing a dos kernel. And FreeDOS's kernel has been in development for much longer than 2 or 3 years and still isn't 100% compatible to MS-DOS.
