This PC of mine has Lucid Puppy, and a while back I installed the binary from dosemu.org, so its CONFIG.SYS may differ from yours (sysctl needed, still beeps but at least runs, uHexen2 ftw!). But it uses FILES=40 as default, so 400 would *definitely* be too much. (255 is max, I think.)
