I used FONTHACK quite a lot to build a nice-looking sans serif screen font with all the accents we need in Portuguese. That's the font I use every day. Fonthack is copyrighted freeware by Pierre Jelenc, 1994. There's also FE or Font Editor II by Ivan Llanas from Barcelona, 1994. I have hardly used it, but it seems to work well. The docs say: "This program is CARDWARE and you don't have to pay for using it".
