DOSBox has the imgmount command for this type of installation. Have I
missed
an equivalent utility?

One thing you can do in QEMU is to mount an initial floppy image as A:
or B:, then use the QEMU Monitor to "remove" the image and "insert"
another image in the same "drive", as you would on a real PC:

    (qemu) change floppy0 next.img

You will need to enable the QEMU Monitor (e.g. -monitor stdio) to do
this, of course.
