Which command.com version and which version of hexdump are you using? As far as I remember, neither MS DOS nor FreeDOS command.com use the CMDLINE mechanism, maybe you mean the shell (terminal) window of Microsoft Windows?
Git logs suggest that FreeDOS's FreeCOM has included %CMDLINE% support since late June 2006. And the error messages that Paul Edwards was getting do seem to come from FreeCOM. So this looks like either a FreeCOM bug or a configuration glitch.
