can you also check if there are replication conflict entries? On each
server:
export BASEDN=<basedn value from /etc/ipa/default.conf>
ldapsearch -D "cn=Directory Manager" -W -b $BASEDN
"(&(objectClass=ldapSubEntry)(nsds5ReplConflict=*))" \* nsds5ReplConflict
