I'd recommend you to look into (older) Debian packages that still had
IPA server build enabled to see what they were doing there.
Current Debian versions do not have enough dependencies to build IPA
server parts.
If you look at
https://salsa.debian.org/freeipa-team/freeipa/-/blob/master/debian/control.stub?ref_type=heads
and
https://salsa.debian.org/freeipa-team/freeipa/-/blob/master/debian/control.server-bdeps?ref_type=heads
they have a plenty of dependencies that have to be installed for the
build.
