- Yes, there is a LaTeX system for windows.  I don't have any experience
  with it (long live UNIX/teTeX!) but it's called MTeX I think.  You can
  get it from your local TUG or order it over the net.

- There are, to my knowledge, three LaTeX-->HTML converters.
  LaTeX-->postscript comes with every LaTeX dist, LaTeX-->PDF is also dead easy.
  Same thing for a whole list of other formats.  So you maintain one source
  base for your documentation but get lots of formats.
