Yes, OS/2 Warp4 is able to do that. It can fall into hibernation, run
some other stuff and come back up. Originally it was designed for
bad behaved DOS-apps, but some people fiddled out how to use it
with WIN95, too. I don't know about the possibility to run other
OS's.
