It can all be removed, generally speaking. Best to post a manifest of all
the files to be deleted first, though, just to be safe.

I believe that it is used but only part of it and those parts can be taken
out and the rest discarded, but I don't care enough to do, particularly
since I have never touched and don't understand any of it (it's for
decoding the files uploaded via POST).
