I set informDelay to 15 seconds because about the only time I'm down is just
long enough to replace my freenet.jar with the latest snapshot which I was
doing every day or two when the snapshots were available. Hopefully, we'll
get Win snapshots back soon. I've been running 15 seconds since the default
was changed from 0 without any apparent problem. I didn't look at the code
so didn't know if setting informDelay to 0 would be interpreted as 'use the
default value'; I thought a few seconds would be safely near 0. I'll change
informDelay to 0 the next time I take the node down.

Did you set informDelay to 15 or did a configuration file do that for you?
If
you need to disable informDelay, you should use a value of zero, since
scheduling very short delays has been reported to cause odd behavior.  In
general, however, it should be left at its default value of 86400. (24hrs)
