Sure. Does FreePM import/export charge tables as XML documents?
The OIO Library is basically a metadata repository/indexing server. For objects that 
might benefit from a "preview" feature and some kind of version control (like FreePM 
templates and OIO forms), it makes sense to import it into the OIO Library. For other 
objects like "project" sites, medication lists, etc, it may make more sense to add an 
entry in the OIO Library to index the object and provide download/documentation links 
so that these resources can be easily found and retrieved. This way, you can keep 
updating and adding to the charge table, for example - without needing to import it 
into the OIO Library after each update. Both modes of operation are supported.

That is exactly the idea. Having a medical records "framework" only provides an 
infrastructure on which a medical record system can be built. We need to work on more 
templates, forms, charge tables, medication lists, etc.
