Thanks :-)  Without doubt the security system in Zope is very
complex and in fact it can be much more complex in FreePM if we
chose it to be.  This would only add to frustrations though of
people trying to get a basic installation up and running.  So, I
"tried" to minimize the startup hassles but once an administrator
has mastered the security it can be tuned on a very granular
basis at each installation.

Thank you. The permission is "Manage Properties" it is now the
default in beta #6.

Everything that generates charges will alter attributes in the
EMR and in the Patient Account.
