The acl_users in FreePM/providers is where all healthcare providers should be defined. So currently, to gain complete access to a patient record a user must have all three Roles; Manager, Physician and Provider. If using IE (and maybe some other browsers?) you need to hold the Ctrl key while making multiple selections.
