I ran into the same issue here ... All I'm passing to configure is "--with-rlm-sql-postgresql-include-dir=/usr/include/pgsql" (no quotes of course)
Looks like the Makefile for libltdl isn't being created. If I go into the libltdl and run configure with "--enable-ltdl-install" and then make it, the rest of the make for freeradius goes well.
