Access to Multiple Machines with one Login

With Freeradius is it possible to have one login account per a user that will allow access to multiple machines. If so is it possible to restrict which machines they can access and how to configure it in Freeradius?  Example Username Jdoe, could access routers, dial in access, VPN access, and servers such as Linux AIX etc, just using jdoe account.   What is the best way to use encryption with Freeradius if one is not using SQL, LDAP server?   Thanks Andrew
