From what I can tell of looking at the EAP-Messages going back and forth, the AP is not sending an EAP-Notification. It's sending EAP-Identity requests. The server is responding with a challenge, and the client is ignoring it, and re-sending the request. I'll bet money that the problem is that the server is sending the request from an IP the client didn't expect.
