Freeradius Authorization

Hi, all!
I use freeradius 0.9.1 and modules rlm_sql, rlm_sql_counter.
Evereything works fine.
Now I have to add authorization by users file.
How can I do that.
When i add next lines in radius.conf
authorize {
        preprocess
        suffix
        sql
        files           -- > added this line
}
And when sql authorization failed it never fall-through to rlm_files 
authorization module.

What's wrong?
