I am hoping that from following the documents I can get TLS authentication
to work with an OSX client but I get the "There was an error joining the
Airport network..".

That indicates an 802.11 connection problem, not an 802.1x problem. AP configuration?

In OSX do I only import root.pem and cert-clt.pem into
the keychain?

Only the client cert but I had to import the .p12 file. Does the .pem file include the private key?
You'll get prompted for the server cert and the root cert if it needs that. If you want to avoid the
prompt then import server and root cert as well.

I've included parts of my config files and debug output at the
end but I can't figure out what's not working. Thanks.
