I had this problem with a 0.9.3 install on a fedora core 1 box with mysql 4something. My problem turned out to be the php implementation in the webserver would not talk to the mysql. Freeradius had no trouble using mysql but the combo didn't work together. I removed mysql4 and installed mysql3.23.58 and that fixed my problem with the white frame. I'm somewhat of a newbie with freeradius and linux in general so these details are about all I can give you.
