A standard sql.conf is :

Sql { 
        ...
        ...
        ...
}

If you need redondant your sql1 and sql2 .conf must be :

        ...
        ...     
        ...

You should remove the sql { } 

Tis is what i've must done to make this working

  Please read doc/configurable_failover.  It contains examples of doing
this.
