AD 2003 sends referrals. These are not sent in AD2000, if the version of freeRadius you are using has been compiled with an earlier version of OpenLDAP, you may find that these referrals are not handled correctly.
In our case we had to ensure that the path given as the base did not result in any referrals. It then worked fine.
