My Ascend RADIUS Configuration Guide says:

Ascend-Data-Rate:
  The Ascend-Data-Rate Attribute specifies the receive baud rate of the
  connection in bits per second.

Ascend-Xmit-Rate:
  Specifies the transmit baud rate for the connection.
