dialup_admin is a tool that you must embed into a running HTTP server like Apache. It will then run on the web server's port (usually 80) and be accessible as a directory on that server. Sending HTTP requests to the Radius ports won't gain you anything. Except that you penetrate the server with malformed RADIUS packets.
