Run the server in debug mode (radiusd -X) and you'll see EXACTLY why its failing...
You need to ensure an Auth-Type is being set somewhere, sounds like it may not be... Also make sure your shared secret is correct. IIRC, you can have the wrong shared secret, and CHAP will still work, but PAP wont.
